The Collapse of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new 28-point plan for ending the war appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, negotiation efforts are fought: hopeful statements are released from different nations. Considerable effort is devoted on restraining particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "peace".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capability provided through timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles roared overhead – advanced fighter aircraft delivered to Ukraine by Western partners.

Moments later, Kyiv's missile defense engaged: several firings fired to intercept a incoming threat. This was a sophisticated defense system at work, most likely provided by allied countries. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly gives way to grim resignation: possibly the incoming missile won't hit its mark this time, preventing destruction from ruin and additional electricity failures.

Ongoing Risks

Following this, a large-caliber weapon fired at a aerial vehicle close by, part of a rapid response unit – probably allied-provided weaponry. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.

Intermittently, this continued until dawn. Kyiv faced the daybreak reports: several casualties, damage and heating outages in numerous residences as a result of the evening attack. As typically, everyone still went about their day – living the war. But those full day demonstrated Ukraine's vital need on Western support – a dependence that regional partners are demonstrably unable to fill in the near term.

Unsuccessful Negotiations

The 28-point plan from Washington sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new proposal from Washington unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, certainly, endure.

Tactical Assessments

It is easy to blame particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a premise well known to international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is unrealistic to force Russia to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, Washington does minimal to deter Moscow, through words or deeds, from believing that the current condition will not change more in its benefit in the months ahead.

Opposing Positions

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding civilians and areas but averting a total frontline collapse until situations evolve in its favour.

Present Conditions

Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are becoming relevant: political desires to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their priority does not shift toward domestic problems. And although their objective will now be considerably more difficult after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to eliminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, latest revelations, all did their job.

While new initiatives based on old ideas are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, largely rely on continued Western support.
